The PBF is, if I'm remembering correctly, 10 Euro/year to join.
I'll try to get your email to someone that might be able to get
you set up to work on the PBF site, which indeed seems to
have sunking into non-functionality.

Just to clarify:   The PBF is the Python Business Forum, which
was intended as a place for Pythoneers with business interest
in Python to "do things".  Not much has been done, but it's
still a valid forum to have and I hope it might do more in
the future (like create a global Python consultants database
for customers looking for help w/ Python).

The PSF is the Python Software Foundation, which is primarily
charged w/ holding the intellectual property rights behind
Python (this is legally important to Python being open source).
The PSF also has started giving grants for Python-related
development and helps may PyCon possible.

You can actually donate as an individual to the PSF as well.
These donations are used primarily for funding grants:
