There's no question of "shifting responsibility", I think, because the
PSF should only fund projects with a clear statement of what will be
done and how success will be measured. Something like "leading the
community" is too vague, and after six months it's impossible to
determine if the person met this goal or not. For something like a
document or code, we could count downloads, or classroom users, or
something else that's more tangible.
It's unlikely that the PSF will post an official call for grants,
because the resulting flood of proposals is time-consuming to process.
However, the PSF board will certainly look at requests for funding
sent to them. So I'd encourage you to prepare a proposal -- what you
would do, how much it would cost, the time required, how we could
determine if the result was useful, etc.
